The Ministry of Transport is drafting a regulation on the training and training program for seafarers and marine pilots.
The Ministry of Transport (MoT) said that currently, training and training institutions for seafarers and marine pilots are applying Decision 2908/QĐ-BGTVT dated December 28, 2018, on the issuance of the Training and Training Program for Seafarers and Marine Pilots and the bank of questions, answer guide for the maritime officer examination, maritime English (Decision 2908/QĐ-BGTVT) to train and retrain seafarers and marine pilots. However, in the implementation process, it is necessary to update and supplement the training and training program contents of the IMO Model Course regulations, Vietnamese law, and remove some training and training programs that are no longer suitable for reality.
In the draft, the MoT proposed to add some training and training programs such as: Postgraduate program in Marine Navigation at the university level; marine engineering at the university level; marine electrical engineering at the university level. The MoT said that according to the actual needs for students of the same group of majors to be able to study to switch to go to sea in order to effectively use social resources for the development of the maritime industry, the reality is currently lacking training and training programs. According to Article 23 of Circular 03/2020/TT-BGTVT dated February 21, 2020, of the MoT on the regulation of professional standards, professional certificates, training, training of seafarers and the minimum safe manning of Vietnamese merchant ships.
The MoT also proposed to add some training programs such as: Basic training program for seafarers working on high-speed vessels; Advanced training program for seafarers working on high-speed vessels according to the requirements of the International Code of Safety for High-Speed Craft (HSC Code 2000); Basic training program for seafarers working on vessels operating in Arctic waters according to the IMO Model Course 7.11 program following the guidance of MSC 478 (102) of IMO; Advanced training program for seafarers working on vessels operating in Arctic waters according to the IMO Model Course 7.12 program following the guidance of MSC 478 (102) of IMO; Training program for maritime officers at the level of operational responsibility in the field of Marine Navigation for ships from 500 GT and above according to the IMO Model Course 7.03 program...
In the draft, the Ministry of Transport proposed to replace the training program for Marine Navigation at the primary level with the Seafarer Training and Training Program.
The reason for the replacement, according to the Ministry of Transport: Currently, schools build the Marine Navigation training program at the primary level according to Circular 42/2015/TT-BLĐTBXH dated October 20, 2015 of the Ministry of Labor, Invalids and Social Affairs on vocational training at the primary level, which does not build the 2-month internship and training period as stipulated by the STCW 78/2010 Convention, therefore, to unify the training program for Marine Navigation at the primary level, it is necessary to issue the Seafarer Training and Training Program. The Ministry of Transport also proposed to abolish the training program for the professional skills of the Ship Captain; the training program for the professional skills of the Chief Engineer because currently the minimum safe manning does not specify the positions of the Ship Captain, the Chief Engineer. Hand over to the schools to build the program and train according to the needs of businesses. The Ministry of Transport proposed to abolish the supplementary program for the Marine Navigation at the primary level; the supplementary program for the Marine Engineering at the primary level; the supplementary program for the Marine Electrical Engineering at the primary level because these programs are no longer relevant to reality and have no students participating in the study.
