THE APPROVAL OF THE QUANG NGAI PROVINCIAL MASTER PLAN FOR THE PERIOD 2021-2030, WITH A VISION TO 2050

Vice Prime Minister Tran Hong Ha has just signed Decision No. 1456/QD-TTg dated November 22, 2023 approving the Quang Ngai provincial master plan for the period 2021-2030, with a vision to 2050.

The planning scope of Quang Ngai province has a natural area of 5,155.24 square kilometers, including the entire mainland territory and the maritime space identified under the Vietnamese Law on the Sea dated June 21, 2012, and Decree No. 40/2016/ND-CP dated May 15, 2016 of the Government detailing the implementation of some articles of the Law on marine resources, environment and islands.

The overall objective of the planning is for Quang Ngai to strive to become a relatively developed province in the country, with a per capita income at least equal to the national average. To improve self-reliance and the ability to adapt to economic fluctuations. Focus on developing the digital economy, green economy and circular economy.

Step by step to form a green industry, a high-tech industry in industrial parks and concentrated industrial clusters. Build a brand for high-quality service types, with a focus on tourism. Propagate models of high-tech agriculture, organic agriculture, and circular agriculture. Develop and improve infrastructure to serve the development of green cities and smart cities. Strive to achieve the targets for rural development, advanced rural development. Form the National Oil, Petrochemical and Energy Center in the Dung Quat Economic Zone and develop Ly Son Island into a Marine and Island Tourism Center.

The average GDP growth rate for the period 2021-2030 is expected to reach 7.25-8.25% per year. Of this: the growth rate of the agriculture, forestry and fishery sector is expected to reach 4-5% per year; the growth rate of the industrial sector is expected to reach 8.25-9.25% per year; the growth rate of the service sector is expected to reach 10.0-11.0% per year.

The average per capita GDP is expected to reach about 7,700-7,900 USD. The poverty rate in the province according to the multi-dimensional poverty line is expected to decrease by an average of 1-1.5% per year (2021-2025) and 0.5-1% per year (2026-2030).

The province is expected to promote the restructuring of industrial sectors towards a green and competitive direction.

With regard to the development direction of important sectors of the province, the province will continue to exploit its strengths and potential in the field of basic industries (with the focus on refining, chemistry, metallurgy, and mechanical engineering) and promote the development of these fields in depth, environmentally friendly, and expanded along the value chain.

At the same time, the province will promote the restructuring of industrial sectors towards a green and competitive direction, creating a breakthrough to improve productivity, and rapidly increase the contribution of manufacturing industries with high added value.

In particular, develop the manufacturing industry with a reasonable scale, diversify the industries, especially supporting industries; develop environmentally friendly power generation industries and industries associated with the marine economy.

Continue to focus on investing in and developing the infrastructure of important industrial areas, especially the Dung Quat Economic Zone. Proactively promote the linkages between the Dung Quat Economic Zone and the Chu Lai Open Economic Zone to form a key coastal industrial center in the central coastal region and the country. Form the National Oil, Petrochemical and Energy Center in the Dung Quat Economic Zone.

Strive to develop tourism into an important economic sector

Regarding the trade-services sector, strive to develop tourism into an important economic sector, with the nucleus of the Lý Sơn Marine and Island Tourism Center and experience tourism linked to the culture, history and core values of Quảng Ngãi.

Develop a variety of tourism products and products such as beach tourism, island tourism, mountain tourism, community tourism, health care tourism, cultural tourism, and spiritual tourism in a sustainable, high-quality, high-class, and high-value-added direction; promote smart tourism associated with the direction of digital transformation in the tourism industry and in the economic and social development orientations of the province.

Invest in the development of logistics systems in a synchronized, modern, and convenient way, develop Quảng Ngãi into a multimodal transportation logistics center connecting the central region, the Central Highlands, Southeast Asian countries, as well as a gateway for cargo transportation through the East Sea.

Develop commerce in the direction of innovation, innovation, digitalization, and technology in business methods; attract investment in comprehensive service centers, supermarkets, shopping malls, and markets in urban areas and coastal areas with developed tourism; continue to improve quality, diversify wholesale and retail forms to meet the needs of each locality.

Investigate and invest in the construction of the Quang Ngai - Kon Tum Expressway

Regarding the plan to develop the transportation network, adhere to the direction of the national-level planning to develop the transportation infrastructure system of the province to ensure consistency, modernity, connectivity, and promote regional connectivity.

For roads, implement the National Road Network Plan for the 2021-2030 period, with a vision to 2050.

Investigate and invest in the construction of the Quang Ngai - Kon Tum Expressway when it is added to the National Road Network Plan, ensuring the conditions for allocating resources and current regulations, in order to increase connectivity between Quang Ngai province and Kon Tum province in particular and the Central Highlands in general, contributing to socio-economic development.

At the same time, submit to the competent authority for the approval of the Quang Ngai - Quang Nam Expressway (CT22) project in the 2021-2030 planning period when the province mobilizes enough resources to implement.

For provincial roads, strive to renovate, invest in upgrading and widening 12 existing provincial roads and build new provincial roads to reach at least the level of lowland III, ensuring the synchronous connection between localities in the province. For sections of the route passing through urban areas, they will be invested in accordance with the approved urban development planning.

Implement the National Railway Network Plan for the 2021-2030 period, with a vision to 2050.

Build a new urban railway line in the Dung Quat Economic Zone to connect with the province of Quang Nam.

Research the development of an airport at the potential location of Ly Son Island when it meets the conditions as prescribed.

Implement the Master Plan for the Development of the Vietnamese Port System for the 2021-2030 period, with a vision to 2050; the infrastructure planning for inland waterways for the 2021-2030 period, with a vision to 2050.

Upgrade, renovate, and effectively exploit existing public maritime infrastructure; research and invest in the construction of maritime channel management stations in the districts of Binh Son, Ly Son and other localities with potential, in accordance with technical and specialized planning and other relevant planning, in compliance with the law, in order to meet the needs of people's travel and cargo transportation.

Form berths (for goods, passengers), river ports according to tourist areas, industrial clusters, investment projects, and the actual development needs of localities, to maximize the economic potential in the territories.
