Delegate Ta Dinh Thi (Hanoi delegation) said that the law project needs to more clearly demonstrate the mindset of looking towards the sea, moving to the sea, mastering the sea, exploiting and using sustainable environmental resources and marine space. "With the draft content of the current law, we feel that we are still looking towards the continent, the mainland," Mr. Thi said.

Emphasizing that Vietnam is a country that owns more than 3.260 km of coastline, more than 3.000 large and small islands and archipelagos, Mr. Thi affirmed that the sea and islands are the environment for survival and sustainable development of the nation. The East Sea has important geopolitical, geomilitary, geoeconomic, and geonatural advantages for our country.

Therefore, the law project needs to approach the task of ensuring national defense and security with socio-economic development, environmental protection, foreign affairs and international cooperation, while the task of sustainable economic development Maritime economy is the focus.

During the discussion, delegate Nguyen Thi Ngoc Xuan (Binh Duong delegation) mentioned the policy mechanism for developing high-quality human resources for the defense and security industry.

Ms. Xuan noted the priority of building, attracting, and rewarding, especially for highly qualified management and scientific staff, strong and specialized research groups, and good engineers. Leading experts in technology, management organizations, military production, technicians and high-level workers with specialized skills and technological know-how in the defense and security industry.

Along with that is adding policies for training and fostering both domestically and internationally for human resources; Invest and improve the quality of universities, academies, institutes, and applied research centers on defense and security science and technology.

In particular, the female delegate suggested the need for a direct recruitment mechanism and higher preferential policies for excellent students from high school and university students studying specialized, cutting-edge technical training occupations. for defense and security industry. The goal is that Vietnam gradually masters science and technology in this field.

“The defense industry is not just a continent”

Explaining the opinions of the delegates, General Phan Van Giang, Minister of National Defense, affirmed that Vietnam is a country that gets rich from the sea, which means that the defense industry is not just on the continent.

“We also produce all types of weapons and equipment to ensure the protection of the territorial integrity of the Fatherland. For example, we build ships for the whole world, real combat ships, not just fishing boats," Mr. Giang informed.

The Defense Minister added that production lines, including strategic weapons production, meet the requirements of shooting at different distances and different types of targets, not only on land, not only in the air but also on the water.

Talking about policies to attract high-quality human resources for the defense and security industry, General Phan Van Giang said that there must be policies on salaries, bonuses, housing... to assign scientific tasks, reward and recognize , awarded scientific titles. Along with that are the military's rear policies, to make everyone feel worthy of difficult, high-risk work.

Admitting that there are still certain difficulties, the Minister of Defense said he will try to overcome them. Citing the Military Industry and Telecommunications Group (Viettel), Mr. Giang said, "There must also be a separate decree from the Government to attract resources, to have people and to have Viettel Group like Viettel.
